Kenny Rouse – President
Location: Gonzales LA
Mr. Rouse has over 22 years of industrial service experience, including tank cleaning, boat and barge cleaning, and industrial blasting and painting. Throughout his career Mr. Rouse has served in a variety of roles from Project Manager, providing accountability for all personnel and materials dedicated to an individual project, to Facility Manager, providing oversight of financial reporting, personnel and equipment utilization, and business development.
Mr. Rouse has designed, operated and managed shipyards and related facilities, and has experience utilizing a wide range of industrial technologies, including flares, vapor recovery systems, and “Zero-Entry” tank cleaning systems. Mr. Rouse has a great deal of experience working with regulatory agencies to protect his clients, and has worked with the United States Coast Guard, Louisiana Department of Environmental Quality, and the United States Environmental Protection Agency to protect his clients’ interest.

Chad Kalland – Chief Executive Officer
Location: Houston, TX
Mr. Kalland has over 20 years of environmental services experience including: management and supervision, hazardous waste management, hazardous materials handling, utilities management, environmental remediation, tank cleaning and environmental consulting. Mr. Kalland has extensive knowledge of environmental and Health and Safety regulations, and works closely with regulatory agencies to protect his clients’ interest.
Throughout his career Mr. Kalland has served in a wide range of roles, including: Regional Director, Division Manager, Operations Manager, Field supervisor, Health and Safety Manager, Disposal Coordinator and Chemist. His experience comes from assisting clients throughout a variety of industries, and his focus is on helping clients identify their needs and coming up with safe, cost-effective solutions.
Mr. Kalland received a BS in Biology-Environmental from the University of Southern Mississippi in 1993. He has completed continuing education courses in the field including:
- 49 CFR Hazardous Materials Transportation
- RCRA Waste Disposal Training
- Hazardous Materials Management II from Texas A&M University
Chris McCoy – Environmental, Health, and Safety Officer
Location: Gonzales, LA
Mr. McCoy is a Certified Occupations Safety Specialist with over 9 years of Industrial and Environmental Service experience. He served for five years as a Regional Safety Manager for a Global 500 company, where he was responsible for development and implementation of safety programs for a multi-state region, including training in the areas of OSHA Hazwoper 40hr Training, OSHA 24h Awareness Training, DOT Hazardous Material Transportation, and MSHA (Mine Safety and Health).
He has worked on numerous environmental cleanup sites. In his current role, Mr. McCoy is responsible for the development, implementation and management of Vecta’s Health and Safety Program, including training, certifications, and risk management.
Mr. McCoy has a Bachelor’s degree in Marketing from Southeastern Louisiana University. He has extensive industry trainings and affiliations, including:
- NCCER Certified Hydro-blasting Instructor
- Mine Safety and Health Administration Trainer
- Certified OSHA Instructor
- Human Resource Management
Karl Lassberg – Hydro Excavation Manager
Location: Houston, TX
Mr. Lassberg has 10 years’ experience in the industrial and environmental fields, with a focus on Hydro Excavation and Industrial Vacuum Services. His experience includes both industrial operations and sales & marketing.
Mr. Lassberg began his career in purchasing, and transitioned into operations where his duties included organizing staff, establishing organizational structures and monitoring adherence to rules, regulations and procedures. Furthermore, he coordinated, managed and monitored the workings of entire company fleet. He has experience working with consultants and company team members to successfully transition sales and operations to a customer resource implementation.

David Owen – VP Industrial Services
Location: Lake Charles, LA
Mr. Owen has served in the industrial cleaning industry for 27 years. Following his father’s footsteps, he became a second-generation Industrial Cleaner with a reputation of listening to customer needs and executing those tasks in the most safe, efficient and cost effective manner possible. Mr. Owen has primarily served the gulf region in all aspects of Hydro-Blasting, Vacuum Services, Chemical Cleaning, Decommissioning & Degassing, Tank Cleaning and Hydro-Excavation Services, Waste Handling & Transportation.
Starting his career as a technician in 1993, Mr. Owen quickly realized his appreciation and satisfaction when completing a project that exceeded a customer’s expectations. Within a span of 7 short years, he advanced from Operator to Supervisor and eventually Project Manager. He has served the last 19 years in management while building two successful Industrial Cleaning businesses of his own prior to joining the Vecta team in May of 2019.
He has the proven ability to maintain a clean, safe work environment, to manage people and subcontractors productively, to maintain project scope and schedule, and to communicate effectively with the customer. He also has knowledge and experience in a wide range of environmental procedures.
